    Switch from `build` to `host`
    
    As of conda-build 3, `host` is preferred for dependencies that should
    live in the installation prefix and are used at build time. The `build`
    requirements exist for dependencies needed at build time, but that are
    expected to live outside the installation prefix (e.g. `make`).

    Now that this is a noarch Python package, we need to re-render to get
    rid of the Python CI matrices. Also there is no need to build this on
    multiple CIs. So we build this only on one CI that seems to be the
    fastest (CircleCI). Finally we update the README to note this is a
    noarch package with all builds done on CircleCI only.

    Make the package a noarch Python one
    
    Seems that this is pure Python, OS agnostic, supports Python 2/3, and
    uses no selectors. So this is a good candidate for a noarch Python
    package. As this should be less maintenance burden and speed the release
    process, we switch the package to noarch Python.
